Asset Management Committee
The Asset Management Committee (AMC) is a Standing Committee of the ENA Board giving ongoing advice and formulating policy on asset management issues.
Identified priorities for the Asset Management Committee are:
- Health, Safety and Environment
- Technical Regulatory Issues
- Reliability and Power Quality
- Demand Management, Advanced Metering Infrastructure and Embedded Generation
- Industry Skills & Training
- Critical Infrastructure Protection/energy security
- Gas network issues (refer to the Gas Committee webpage)
Other policy priorities managed by asset management groups include:
- Australian Strategic Technology Program
- Broadband-over-Power Lines Committee
- Electric and Magnetic Fields (EMF) Committee
Health Safety and Environment
AMC objectives for Health Safety and Environment are:
- Achieve healthy workplaces free of injuries and incidents in the energy industry.
- Achieve a nationally consistent approach and common framework to energy industry safety and environment codes and guidelines.
- Gain a commitment from industry and regulators for the implementation of nationally consistent safety and environment codes and guidelines.
- Consult with economic regulators to allow legitimate cost pass through for costs associated with significant changes to safety and environment requirements.
- An ENA position on the merits of a single energy technical and safety regulator is established and promoted.
The Health Safety & Environment Committee is charged with implementing this objective.
Electricity Technical Regulation
AMC objectives for electricity technical regulation are to:
- Promote network safety and economic efficiency through a nationally consistent approach to the development and promotion of industry guidelines and Australian Standards.
- Develop policy recommendations on network safety, network standards and industry guidelines for the Asset Management Committee.
- Assist with the interpretation of regulatory requirements placed upon network operators, service providers, their employees and their contractors.
- Identify the need for additional industry guidelines and Australian Standards on a priority basis that will maximise the objectives set out in the charter.
- Monitor ENA representation on Standards Australia committees and assist ENA representatives to determine and negotiate positions on critical issues.
The Electricity Technical Regulatory Committee is charged with implementing this objective.
The policy outlines the background and the general principles that will apply to any decision by ENA to:
- develop, review or withdraw an ENA Industry Guideline,
- recommend the development or review of an Australian Standard, or
- convert an existing Industry Guideline to an Australian Standard.
This policy is important for energy networks given the ENA policy objective of supporting a nationally consistent approach and a common framework for safety and technical regulation in gas and electricity.
Reliability and Power Quality
AMC has set the following objectives for reliability and power quality:
- Nationally consistent performance measures for power supply reliability and quality.
- Customer service measures for reliability and power quality.
- Network supply reliability improvement opportunities.
- National standard for customer equipment and electrical appliances.
- Public education program on network reliability and power quality.
- National guidelines for network development criteria.
The Reliability & Power Quality Committee is charged with implementing this objective.
Demand Management, Advanced Metering Infrastructure and Embedded Generation
These areas are receiving significant attention in the development of a national distribution framework.
Key issues include:
- Network demand management approaches, incentives and issues
- COAG decision on the national rollout of smart meters
- Embedded generation code of conduct and development of a nationally consistent connection agreement
Crossover issues with the Regulatory Affairs Committee require an integrated whole-of-business approach through a Demand Management, Advanced Metering Infrastructure and Embedded Generation Reference Group.
Industry skills and training
AMC Objectives for industry skills and training are:
- A system is in place for accreditation and transportable skills (national passport), licenses and training outcomes to achieve an industry-wide flexible workforce.
- A nationally consistent approach is adopted for training, competency, mobility, mutual recognition and flexibility.
- To influence the national skills agenda by engaging with stakeholders such as government, education institutions and training bodies.
- To be represented on and drive the industry agenda through the industry skills council, the ElectroComms and EnergyUtilities Industry Skills Council (EE-OZ).
The Industry Skills and Training Reference Group is charged with implementing this objective.
Critical Infrastructure Protection/energy security
AMC Objectives for Critical Infrastructure Protection (CIP) and Energy Security are:
- Develop an ENA position on critical infrastructure protection and energy security, which is then communicated to internal and external stakeholders.
- Organise an Annual CIP/Energy Security Forum for ENA members.
- Develop a nationally consistent approach to Emergency Planning, disaster recovery and Security Protocols.
The Critical Infrastructure Protection / Energy Security Reference Group is charged with implementing this objective.
Australian Strategic Technology Program
The purpose of the Australian Strategic Technology Program (ASTP) is to support ENA in achieving best practice asset management of electricity utility network assets and optimisation of electricity network performance.
